Born in 1964, graduated from Waseda University , faculty of School of Letter , Arts and Sciences 1(Major: Theatre and Film Arts). She had been active as a DJ on TV and radio stations for 15 years since in her university days. She continued on her career as a DJ even while she was busy with housework and child care. During those days, it was not common for women who have married or have children to work outside with the pressure in Japanese society.
From the experience of working mother, she organized PAO, a child care circle for housewives, in 1995 in the purpose of creating the ladies careers after their marriage and childbirth. She thought that she can utilize mothers' well as housewives' voices in society, with their characteristics and experiences as an advantage.
She established Axel Entertainments Ltd. in 1997, and assumed as the president.

In 2000, she separated the part of the company from Axel Entertainments, and established Career Mam Co.,Ltd as an independent company. Tsutsumi has now become an opinion leader who supports and encourage the socialization of women by seminars and publications about SOHO, IT business and female entrepreneur.
